T5s are high output bulbs.  In theory, they should give you more PAR than the compacts when comparing bulbs of similar wattage.  Plus you have more variety in color temperature to choose from in T5 bulbs.

 

From having owned the 175 watt Iwaskai 15k, you'll be fine with those alone, regardless if you have the pc's or t-5's to go with them. They have as much par if not more than most 250's. I actually had to drop my photoperiod some when I changed to the Iwaskai from a 250 12k Reeflux.
