Ok so i got a 90 gallon and have it all set up with a algae scubber and bought 100 pounds of sand that came out of a tank that was set up for a long time.  the water has finally cleared and now i have like a 1/2 inch of what looks like dust on top of the sand.  what do i do next?

Did you rinse the sand at all before adding it to the tank? I would vac the sand clean if it were me. By the way did you get that pump working?
