Mike your first statements are wrong GFCI's do NOT protect from power surges. Telling someone they do is not right.

"GFCI's are only required under the NEC 2011 withing two feet of any sink, shower, And outside. They are not required anywhere else... "
This is also incorrect they are requierd in more than just these locations and within 6' not 2' of a sink.

I never said they were required by code for aquariums. BUT one would assume they should be installed since they are required anywhere else in a living space were water and electricity can come in close proximity of each other.

I am not a electrician nor do you have to be an electrician to have knowledge about electricity.

I never said they protected them from power surges hahahahaha! If you read a more recent post, you would had seen me clarify this discrepancy. Whoops! the 2 ft was just an oddball number, until I clarified that with my NEC code book. No ones wro here, and you know what's going on, so no worries.

Mike, You said it right there. If a surge trips them what does it do? One would assume your saying that it protects from surges.
Posting something then going back and saying you worded it wrong still does not make it correct information.

"2' or 6' no ones wrong here" ? tell that to the electrical inspector that there is no difference between 2' and 6'  Mike I'm not trying to argue with you it's just that you keep insisting that you are not wrong about the information you gave.
I think we got the thread off track so I'm going to back out now.

Dude I don't give a flying f***, I gave you the fckin code references. Those are right, my numbers were a little off. Who cares, it's irrelevant to what he asked in the first place.

so....arguments aside...find the default piece of equipment that is causing the stray voltage and replace it. Problem solved. With induced voltage you shouldn't be reading 20 some volts. Also, don't rule out a bad power strip till you've tested it with a new one if you're not plugging straight into the gcfi. Sometimes with water changes and what not random splashes of saltwater get into the plugs and what not and could be corroded. Troubleshooting is key.....
if you want to know how gcfi outlets work just look here http://home.howstuffworks.com/question117.htm
