   is there anyway that i can test my ballast? I got a ice cap 250 mh ballast and i hooked up the quickconnect to the mogul and it didnt work and it seems like its hooked up correctly but im not getting any power to the bulb?

   Rub your fingers together really fast and touch the ballast it will power right up. LOL no but seriuosly I would take it to a local elctric shop they should be able to bench test it for free or maybe 5 bucks. Hope this helps.
