So I have a green slimmer frag that when I got him - was a dark orange/brown looking color.  This frag is about 4" tall and the base has now turn a light green color - about 2" up.  The rest is still orange/brown color with some tips starting to get bleached.  I don't know if I should have more light or less light.  Right now, the lighting isn't optimal since it's still in my QT tank - PC lighting for about another week.  Advice?

well if it is a green slimer it should be green so the dark orange color is bad the green is good. Many times white tips are growth.

Exactly....the green growth means it's good news, let it try to settle in.

Pics would help, but with PC lighting I highly doubt you are giving it too much light. Mine is only and inch or two beneath the water line at its tallest point under LEDs, which are giving out much more light than your PC setup would.
