Anthia w/popeye and New Symptoms LG Blackspots on Fins

I certainly have the reference material to do some very advanced level diagnosis, however I'm not finding this type of epidemiology associated with any type of specific disease condition. The fish has had exophthalamus (popeye) for about a week, and has in the last 24 hours developed dark black spots on both pectoral and posterior dorsal fins. If I could find any indication of this symptom within the realm of viral or bacterial cases I might euthanize the fish in order to biopsy, and mail in to a reference lab. (I might run a few of my own PCR's at work if I end up suspecting mycobacterium.)  So far I haven't got any leads, does anybody have any ideas or links for me?
