The temp is set at 75 and my tank is at 80, the heater is on for some reason. Yes it does turn off when I pull it out of the tank and turn it down

My 200w heater for my 40 breeder is not turning off. The tank has remained at a temp of 80 but why won't my heater turn off?
Is it already set up? Like pipes and everything?
