Yep a lot of swimmers use metric PVC. my octopus xp5000 uses metric if you Google it you can find an adapter to go from metric PVC to standard PVC

GFO is your best bet to lower phosphate
.25 is pretty high. .05 is considered the highest recommended level for sps corals
I wouldn't put much faith in the API phosphate test I would recommend getting a salifert phosphate test kit or a digital Hanna phosphate checker
