Addon Joinable User Groups fixed!

The Join User Groups addon has been fixed!

This is one of those problems that has pestered me from day one of the conversion - the addon we have been using that allows you to join certain User Group has not worked quite perfectly.

Specifically, this: Regional usergroup structure was imported properly, but the addon didn't recognize it. You would still get tags and emails, but to on the Join User Groups page, it would show that you weren't part of the group. Plus, there was no easy way to fix it aside from very manually manipulating things (which can get dicey).

Thankfully, a new developer took over the addon and re-wrote it and now it works as expected.
