I've posted a link here to a video I took of my aquarium substrate, I've noticed hundreds of these little guys in my substrate & I'm not sure what they are. The last quarter of the footage shows it very clearly.
Secondly: I've noticed my starfish has developed a webbing between his arms. I imagine this is normal, but can anybody chime in?

The little critters in your sand bed are amphipods, nothing to worry about.
As for the starfish I don't know.

Lots of small worms of various sorts are common in reef tanks. I have spaghetti worms galore, as well as many other types including the ever popular bristle worm. Nothing to worry about, just don't over feed.

So my amphipod population is insane! I have amphipods as much as one inch long, they are everywhere. I've heard about the long nose hawk fish and would like to add it to my 30gallon tank. There's a mated pair of gold striped maroon clowns in there right now. The female is extremely territorial & very aggressive and would probably eat the hairs off my arm if I didn't wear gloves while working in there, she even barrages the algae magnet when I clean the glass! My concern is: will the Hawkfish and the Maroon Clowns get along or will it be to the death?
