    How old are your bulbs?
How often do you do a water change?
How long do you leave your lights on?
Because with the amount of algae that you have well you probably need to do some maintenance of your own. Probably gonna have to scrape your rocks with a toothbrush siphon the sand bed...

Cut your light time down to 8-10hrs a day...
If i were you i would try to clean most of the algae out yourself. Bluezooaquatics.com is awesome they have a replenishment pack for very cheap

I am in same boat you are Travis. I have a 29 and my Phosphates is killing me. .25 is what my reading is with API test kit so I got some PHosgard and got the phosphate down to almost 0. I have been seeing the Canyo turning white and going away and the hair alga is there, but not growing anymore. I am now sucking out alga with water changes with a small ridged tube. Its working really well. I didn't what to have to pull out rocks and clean with toothbrush that sucks.

I can't find a picture of it before the bad alga, but here is what it looks like now.
the best before picture I can find, but it was much worse then this. I also had to replace my bulbs
